latitude is laptop.
so will answer only for that, generic, due to you not posting what works and not. clearly.
PCs have vast failure modes, but is only about 10 to 20 part inside to fail. (lacking spare parts how can you know what is bad)
but here are the tests all techs do on all laptops made,(portables)
you meant screen not monitor. Desktops have monitors external.
screen is dead. no test or logos ever,
that is DEAD screen (or black screen of *****)

next is fans dead, are they?
must spin, must blow air, heard or seen.ok?
the HDD spins too, ear to case of HDD powered on. (hatch open to HDD) ear to casing,does it?
if either or both fail then say so first.
1: take out the big battery first, some drop out in 1 second, others are painful. but you must. run on AC now only pack, now or forever.
2: ok PC dead still,
3: in real shop out comes Mr. voltmeter (dmm)
and check voltage at it lands on the mobo.
if not at spec, the pack is replaced.
if still not at spec, voltage, we find what is shorted inside, (ask, for the full list of steps isolating shorts)
Old PCs, older than year 2010,
you PC not told yet so can't look yours up.
all that old or older have CCLF back lamps.

On most Dell laptops it's not listed on the display settings. You have to enable it manually.
On the bottom left of your keyboard you'll see a blue Fn (function) key. Hold that down and scan your F keys at the top of the keyboard. You're looking for one that has (in blue, like the Fn key) CRT/LCD marked on it. Hit that and then let up on both keys. It has three settings 1) internal LCD, 2) external CRT (cathode ray tube, but an external LCD applies, too) and 3) both internal and external (this can be a little tricky with older video cards, especially when used with something like a projector). Each time you use the CRT/LCD switch it toggles between these three modes.

Did the diagnostics pass the RAM and the hard drive.
You should check the BIOS settings to see if the hard disk is detected, if possible reset the BIOS back to the default settings and see if the computer boots up.
If not :-
Then it appears that the operating system is either corrupted or system files were deleted or infected with viruses.
Your only option is to do a operating system repair or a complete new install of Windows.
I recommend you do a new install.

there is a inverter in LCd that makes your lcd bright white shine. when it breaks down you see black screen. something happens on lcd you cant see clearly you should go to service and need to be changed INVERTER.
