it has thing called PSU, that turns 120vac (usa voltage) to DC voltages that chips use.
and that is all you need just that.
the auto power on feature is a BIOS feature only
after all windows is dead, at a power failures.
not ALL BIOS have this features, did you go to ACER.com
and read your manuals first.
answer , on all PCs, made , some can, some can't and for sure is not turned on new PC, you must turn it on, if it is offered in your BIOS pages.
My PC here, a server even can turn on by TIME of day. then off by time of day, or pick go to last STATE at loss of power.

if your PC has no BIOS feature like that,
add a UPS to the PC, im typing right now on a fancy gaming box i built and has UPS
it stays up,for 1 hour. them the battery goes dead. and BANG, dead.
wild guess on Veriton , lots and lots of them there are no 2 the same.
as they say YmMV, your model may vary.
or even flash updates can add this feature, (potentially)
