The first thing to do is my computer properties see if your keyboard and mouse are showing in there
If they are you need to update the drivers.
If they are not showing then I would suggest going to control panel and add new hardware installing that way
Try using a standard mouse instead of usb
If you cannot get on try restarting in safemode to correct your problem.
Or if you have a cd that came with the mouse and keyboard reinstall it.

Unless there is not a hardware switch and the only manufacturer that I know of that did that was Compaq/HP about 5 or so years ago. Typically there are no drivers to be installed for a mouse (touch pad) as a generic set is in the driver library of the operating system. 9 times out of 10 it is a hardware failure. With that being said, if it has warranty send it in, if it does not, (although it may just be a loose connection or the touch pad itself) most repair shops are going to run anywhere from 150 - 300 dollars just to crack it open. Best option is to get a small USB mouse, unless you just really want the touch pad.

you can activate this by
1. going to the control panel on your vista machine, make sure you are in classic view
(2) double click the mouse icon.
(3) From here you will select the "Device Settings" tab,
(4) make sure your Synaptic Pointing device is highlighted and then click the settings button located directly below the "port" column, this will bring up properties for this device.
(5) With all categories in the left hand column collapsed, select "Virtual Scrolling" here is where you will find the box that needs to be checked to enable vertical and/or horizontal scrolling.
(6) make sure the "Enable Vertical Scrolling" box is checked.
(7) don't forget to hit apply!

your pad is bad or the unstateed OS has a corrupted driver for the pad
or kids play with the setting and messed them up.
the advanced setting is an option, no found on many laptops and is grayed out.
if all settings act wrong, the driver is bad.
mostly. but cables can fall off the pad inside.
