Actually, the motor should turn the belt which then runs the machine. Check if the motor is actually turning. If so, then I would suspect either the belt is slipping (needs to be tightened or replaced) or the sewing machine has seized, ie there are moving parts that have frozen and need to be loosened with applications of good quality sewing machine oil (if available, liquid Tri-Flow Synthetic Lube) and heat from a handheld hairdryer.

This has a few free pages but the whole book is available, unfortunately not for free.

there are no free manual that I know of for a dressmaker sewing
machine
