Turning turbos off to save gas is a myth as it needs the turbo to work to stop it running very rich
I would suggest that there is more of a problem than what you have been told
try running the fault codes first to get an idea of the list of problems you were not told about

check the cable for the speedometer at the interconect. the cable is loose somewhere along the length of the cable. one back of he meter, 2, interconnect. 3, transmission case.
make sure the inner cable is square not rounded. if os, you need a new cable.

Is the speed sensor that you are using the original one, or is it from the Camaro, or is it new for an 89 K1500?
The worm gear inside of the transmission on the output shaft that drives the speed sensor gear is not damaged?
No matter what speed sensor is installed the speedometer still reads the same?
