2008 ez go cart 48 volt cart won't move forward or reverse

The first thing I would do is lift the seat and check the battery connections. Those batteries are notorious for corrosion at the terminals. Make sure every connection is clean and solid, as in no loose, corroded or frayed battery cables. Next, if the batteries check out, toggle the run/tow switch, also under the seat to make sure it is fully engaged into the run position, and finally check the forward/reverse lever to make sure the connections are clean and tight.

check voltage on both sides of solenoids, check wiring going to motor, check each battery individually, any one of these could be the problem

From your description, I would say you have one or more bad batteries. Try this, connect a voltmeter across one suspect battery, while looking at meter,key switch on, f/r switch in forward, step on pedal just enough to move cart, see if voltage drops while under that load. Do this on each battery. Replace all batteries that drop significantly.
