If your'e using Windows on your computer it could be that windows is doing a security check of each and every file as it transfers data.
Especially if the PC has changed ownership and you have logged as the new administrator, windows will double-check everything.
I had a similar problem when I bought a Win-loaded new PC from a repair shop / dealer. When I phoned him to report I could not use some apps as I need ADMIN privileges I was told to change the ownership. Then every once in a while, opening a folder or transferring files would take ages.
The speed is more often the nod limited by the device the flash drive is connected to no the drive itself. there isn't much you can do but wait if it's being slow.

Your system may be infected with virus or spyware, first clean the system and then try using the external devices,
if still the problem persists then run a command on command promt in windows, run command line
click start select run then type in sfc /scannow
make sure you have the operating system disk in your primary optical drive cd/dvd drive.

Your system will automatically recognize your sandisk and will automatically install the drivers for it (this will show on the time taskbar located at the lower right side of the screen). After successfully loading the drivers you can now access your usb drive by going to My computer and should have the drive letter after your cd/dvd drive.
