In the menu, the third setting is "shoot w/o card" set this to "off" and you will not have this problem even if you forget to insert a card

I've encountered this problem with a 5D Mark II and the problem was the card. Our card was a 16GB Sandisk Extreme that was just as new as the camera. Make sure your camera's firmware is up to date. If your card is high in GB your camera will have a hard time poring with it if the firmware is old. But as we figured out, our card was bad, plain and simple.
