Are you sure you put them in with the correct polarity facing the right way. Its a common mistake.
Also try a "known" set of batteries just to make sure.

Try using regular batteries. I did with my camera and seems I can go a lot longer on the regular batteries verses the re-chargable ones

This can happen when you battery does not have enough power. It protects the camera against damage and the pictures on the memory card. If the camera has not enough power while accessing the memory, it could damage all pictures you already shot.
Even when you just charged the battery, it can be it does not have enough power to work. Just try charging it again and if possible try another battery.

Can my Olympus SP-700 take photos in black and white?

The SP-700 does not allow you to take photos in black&white. It will let you convert color photos to black&white, however. See the "Editing Still Photos (REDEYE FIX/BLACK&WHITE/SEPIA" section in the advanced manual (page 78 in my copy).

not really. if it can be switched on then its not a power problem. try doing an update on the camera.

Switch from alkaline batteries to pre-charged Nickel Metal-hydride (NiMH).
My best experience is with these batteries:
#1. RayoVac (pre-charged)
#2. Kodak (pre-charged)
#3 Energizer (rechargeable)

Find them at WalMart or online

"pre-charged" are new technology rechargeable batteries. They are GREAT! They outlast alkaline at least 15 times per charge.

no the memory card is not the problem .... the internal gears or blocks which intialises the lens may have been dislocated due to which this problem is occuring ,..... it has to be fixed from a repairman ,....
