There should be 2 plastic tabs which you have to push in, this removes the wider outer base cover of the strimmer spool, giving you access to the bump cap and line spool.
Depending on the style you have, one looks to be a whole replaceable spool unit, one looks like a re-threadable spool.

If you turn it upside down you will see the strimmer head. You should be able to remove the protective cover which will allow access to the string cassette. The rest is self evident.
The thing is with strimmers, mower etc. Depending on which direction the designers have made it spin, they normally have a 'reverse' threaded, head. Simply 'Tighten' it up to remove, and 'undo' it, to tighten. Et voila! Happy strimming:))
No fuse on that old of a model . Probably element bad or thermostat . You can get a restring kit a lot less expensive , but you would have to restring it yourself (not that hard though) or , you can buy the element already strung and all you have to do is transfer the thermostat and install . complete pt # Y303404 ...Restring element pt # Y313538
