Create administrator account for Windows 10 with command line
As you've lost access to all your user accounts, you can't open a Command Prompt in Windows 10. Therefore, you need to get a Command Prompt and use command lines with the help of a Windows 10 setup/installation disc.
Step 1: Boot your PC from a Windows 10 setup/installation disc.
Tips: If you have no any Windows 10 disc, burn a Windows 10 ISO to a USB or CD/DVD drive to instantly create one.
Step 2: When you get to Windows Setup screen, press Shift + F10 to bring out a cmd.exe dialog. Then execute the following three command lines.
1. Type move d:\windows\system32\utilman.exe d:\windows\system32\utilman.exe.bak and press Enter to make a copy of utilman.exe file.
2. Type copy d:windows\system32\cmd.exe d:\windows\system32\utilman.exe and press Enter to replace utilman.exe file with cmd.exe file.
3. Type wpeutil reboot, press Enter, and disconnect the Windows 10 disc from the computer to reboot Windows 10.
Note: Replace d:\ with your system drive letter.
Step 3: When Windows 10 reboots up and comes to the sign-in screen, click the Ease of Access icon. This should open a Command Prompt dialog because you have replaced the Utilman.exe file with cmd.exe file in the second step above. Then execute the following two command lines to create a new admin account for your Windows 10.
1. Type net user /add [username] [password] and press Enter to create a new user account.
2. Type net localgroup administrators [username] /add and press Enter to add the newly created user account to your Windows 10 administrator group.

You can only change the region code up to 4 times then it locks on the last change.
There are some firmware upgrades that can change the drive to region free, if you can screw it up or put in the wrong frmware upgrade then the DVD drive will be a piece on junk.
I suggest you install a region free software that will allow you to play any region DVDs.
Go to www.dvdidle.com to get their Region-Free software, it is not very expensive.

Look at the keys on your keypad. Do you see one that may have a webcam symbol on it? If so try holding down on the Fn key, and pressing down on that key at the same time.
If this information does not help, then when Windows is loaded, and running, press the Start key, hover your mouse cursor on All Programs, go to the right, hover on >Packard Bell>drop down to >Security and Support>and then Packard Bell InfoCentre.
Click on Packard Bell InfoCentre. On this screen look at the icons across the top. Click on the icon all the way to the right. -> Guides
It has an icon of a book in it.
Look for Webcam.

You may need BIOS update. Check your CMOS time at bios page.
If time is wrong, set it up and try again. If this is solved the problem, change the CMOS battery.

Hi,
On most Packard Bell laptops the brightness adjust keys combinations are hold down Fn and press F8 to turn it up and F9 to turn it down.
If this is not the case on yours then look for 2 F keys with small blue circles with blue dots around them, they are the brightness controls.
Alternatively you can go to the control panel look for display options and adjust the brightness from there.
