Do a reset to this TV, and then check. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here. CC is usually turned off by selecting an inactive choice,i.e.
If CC1 is on, then try CC2......

With TV on, turn off DVR and hit menu on DVR remote - you can disable CC from there.  Worked for us - got the idea from another fixya post.

well if it has a menu option go into menu then set up and change cc okay if does not have menu button try to find universal remote w/ menu option and try to change okay

Presumably you are referring to closed captioning (CC) so you would make the appropriate selection on the menu.

I have a 32 inch Upstar LED TV. How do I turn off closed captioning?

On the remote there is a button for Subtitles. Press that button and the Subtitles will disappear. If it is not on the remote then you have to find it in the TV's settings. 'Closed captions' are old words. We now call these 'Subtitles' and all TV's with remotes have a 'Subtitle' button. Look for it, then press while pointing the remote to the TV.

Can't turn closed caption off on our Samsung Series 7000 LED TV

Make sure it isn't your cable or satellite TV service making the captions, as closed captions on your TV are separate from the ones produced by your service provider. If it isn't your cable/ satellite, open the TV menu and find the Audio/Visual properties section of the menu (audio and visual might be separate sections), and find the closed captions or CC options menu. When you do just change the setting from whatever it is on, to off. If your TV remote is fancier than mine (which it probably is), their could possibly be a closed caption button on the remote for easy access. In this case just push the button and change what you need to.

The problem was with the Motorfolla Comcast cable box not my T.V. . I turned off my Comcast cable box, pressed menu on the remote to the cable box. This made a 16:9 ratio appear on the cable box's LED read out, and a bluish screen appear on my television. One of the options on my television was to turn on and off closed captioning. Therfore, I turned off closed captioning and the problem was solved.
