The problem is vertical failure. Vertical output section to your TV ahs the fault. You ahve to check the vertcial output circuit for any component failure or loose solderings.
you must open the back cover of tv, and then things you should do is set "SCREEN" adjustment on the flyback transformer. you must turn it counterclockwise to reduce and decrease the level of screen brightness. turn screen adjustment gradually until the horizontal blanking lines disappear from the screen. and blurred images will be sharp again

It appears this problem is due a failing CCD device in many brand cameras. All the manufactures use the same source(s). I have not persued Casio as yet, but other companies are offering a recall to replace the CCD for free. I plan to use this approach with Casio. Search the web for "failing CCD in digital camera", it describes exactly what we are observing.
