2 causes. the BIOS runs it and is SMART to save system damage.
large PC workstation it is. desktop max.

1: 100% normal; if room or cabana is hot or too hot,
2: PC all vents fans and radiators packed in lint , clean it.
3: too many options the box and BIOS runs fans faster on Purpose

got a raid card there, all mine with one runs fans way faster
due to the card has small heat sinks only for real serves , with high CFM banks of fans, and huge baffling.
no system load told, in the box.
clean all that first
if fails still
take the system down to min system config
the if fans happy now
build it backup see at what point fans go wild.

also vast PC have fan controls in the bios
and some can be set to fast. my tiny dell 9020 has that for me using it in my garage or mp3 play. and never overheats.
or using banks of very hot HDD, 6tb each i set it to fast fans.
or the drives will FAIL, I promise.

learn now to measure or find out the heat load firsts

did you just buy it this thing, or out of the blue fans ran fast
history and PC load (things inside CT0) not told

if temperature is over 80 degres outside, or the ac pressure over 250, it will be on all the time, but if still doing it, like abnormal, then have the a/c presuure swtch replace or inspect.

Check the power supply for problems.

My computer wouldn't run thru the post up, no beep codes, only the fan running on high. The power switch didn't shut the computer down, it needed to be turned off at the power supply, or unplugged.

I replaced the motherboard to no avail. Only after changing out the power supply did it work correctly.

My theory is that the power supply quit supplying power to the motherboard, but kept supplying 12 volts to the fan.

The good news is that power supplies are cheaper than motherboards and easier to replace.

Most fans have a small rectangular multi-tap capacitor connected to the speed control in the fan. It is likely that this has gone partially bad. The capacitance values are printed on it. Lighting stores and big box hardware stores generally carry replacements.

Ibm 8215-d1u network driver

You need to put in your model number and operating system on IBM's support page for download and drivers. Also download the Chipset and Network Drivers.

Did you install the driver you downloaded? Sometimes installing drivers is a two step process. For example sometimes once you download and click run it expands all the files into another folder. Then you'll have to go to the other folder and click setup.

Also some times you will have to click run on the downloaded file and again it expands the files into another folder, but when you look in the other folder there is no setup. In this case you will have to go into the device manager and click on the device that is missing the driver and select update driver and point it to the folder where the expanded files are.

if you have any discs in the dvd remove them... it should boot to the hard drive when it doesn't find anything in the dvd. if you need to install an operating system put that disc in the dvd and boot from it. during the installation it will start to run off the hard drive. when you are done installing remove the installation disc.

Make sure that all your sound devices are properly installed. Please check that they are indeed installed. Right click your My Computer => Properties. Then click the Hardware Tab and click the DEVICE MANAGER button. You audio devices should have no yellow question mark in it
