yes they have a charging system, not like a car but a charging system one the less. as i said before either under or around the flywheel. some newer mowers also have an electronic regulator.

If you can, check the flywheel key. If it is bent but not quite broken, it can cause slow operation. To do that, take the starter off the top of mower. Take off the big nut on the flywheel. Find a nut of the same size and place on the thread you took the nut off, but only a few turns. Hold the flywheel with one hand, lifting a little, and tap the nut with a hammer with the other hand. The flywheel should come off. Look at the key, it holds the flywheel to the shaft. If it is bent or broken, that is the problem. Replace it and go about your day! Good luck...Lee

Either the belt is stretched out and needs to be replaced or there is an idler/tensioner pulley that may be weak and not putting enough pressure on the belt.
