Are you using stinky WIFI:?
move the router close to TV and test now or learn to use ethernet and end the endless pain of wifi (or try other wifi channels)
lots of reasons.
why not first test other streaming services. (other shoe drops)
no lan connections stated, wifi , wired gigalan.
no ISP stated, DSL, cable , fiber, SAT, or FIOS.
what TV is it, how old?? i moved you to TV but guessed model.
all old TVs run bad old, netflix smart screen app.
they(samsung) fail to update the app and now does not work right.
there one and only 2 cures for bad apps,(netflix)
1: use PC to stream.
2: or use Roku 3.. this is what I did to avoid all 4 or my smart TVs/new DVD players. blue ray new, and fail (sony and panasonic)
The roku is 1 time cost. and now the apps are kept fresh..
fresh apps works best,
no more lost pw.
no more dead cc or sub titles.
no more cant fast forward, all cause by old apps. (brain dead)
sure run the speed test from y9ou
wire your PC to the router directly , even temporary
using a long (as needed) ethernet cable
works ok now right?
bingo wifi sux
bingo apps bad. if ROKU3 or 4 works.
think of Roku (not old ones) as a super dooper smart appliance
that gets smarter every day, cuz it does.!!!!
or buy TV with ROKU inside, (nah your tv is ok mostly)
I'd be looking at your internet speed. Sometimes when there are a lot of users at the same time the speed is reduced that will cause that. Have your provider test the modem to see if it is passing the speed you're paying for.

I have had this problem a few times myself with clients players. A power down usually helps but only temporarily.
Check your firmware version and available product upgrade here:

Better to contact Toshiba if you do not have a manual or contact Netflix or even a Toshiba service provider near you. Try surfing the web for your question.
