Personal opinion: You may just have to resign yourself to keeping Vodacom as your provider and change to a new one when your Vodacom contract is completed. By that time, you will be able to investigate all your choices and understand which company provides the best service and contracts for customers.

No, it is not water proof camera so unable to shoot underwater without water proof casing that is another product. Camera must be packed in water proof casing to take pictures underwater.

Under water scene selection mode in the camera is to capture the images of the objects inside the water like fish etc. It gives a clear picture of the objects under water unlike other modes.
