If the start button on my maytag dryer clicks when I push it but the dryer does not start, what could be the problem?

If the thermal fuse is blowing or the breakers when you bypass the fuse it means a part has a short circuit. There are more than one thermal fuses in there, so you will have to find where the one that blows is connected to.
My guess at this point would be that the motor or the start up capacitor are causing the fuse to blow but also check for a defective or shorted heater element.

Your dryers timer contacts have fused to gether.
The only repair is to replace the timer.

Sounds like you have something shorted out.

The element issue could be a contact fused shut.
With both problems I would be looking for wires melted together, or a relay/sequencer welded shut melted etc.

You do have a potential fire hazzard here. If after removing the panel you cannot locate the problem, do not run the unit.
