SOURCE: Upright freezer.Two shelves freeze up. One doesn't. Why and is this a problem
look to see if the shelves are in fact not shelves but evaporator coils . if the shelf is connected to small tubing, then that tubing flows freon that freezes the shelf. if its clearly not connect to any tubing or piping then its just a shelf and gets residual cold from evaporator shelves. if it is connected to tubing like the others and not getting cold then you have whats called a restriction. . particles have plugged the tubing and no freon is feeding the shelf. if that is happening then consider having a pro recover the gas , unplug the tubing , replace the drier and recharge it. if its an older unit and you are getting by then maybe not worth the expense.

most of the sears freezers . lift up on the shelf that will unlock it then slide it left or right ( it may move a little hard ) that will unlock the other side , lift and remove ( one side at a time ) ... you will see its not that hard , its just hard to put it in words .....Please if this answer helped , please rate this 3 or 4 stars . and keep me in the paid answer department . I experienced the same problem last week with my freezer. Apparently the change in temperature during defrosting allows the blade locking mechanism to slide on the motor shaft during the spinning operation. The blade pulls itself along the shaft until it comes in contact with the motor mounting bolt. If your freezer just stops getting super cold, but remains cool and you don't hear the fan spinning, remove the inside back panel and check the fan blades for freedom of movement. I almost disposed of the freezer this past week but decided to make one last check of the mechanisms.

It soungs like you may have compressor going bad or a freon leak. Being a 1970 it would not be cost effective to repair.
