John Deere riding mower blows fuses and fuse holder has 12 volts even with wiring connector to ignition switch unplugged
The fuse is in the supply side to the ignition switch, so it should have 12v whenever the battery is connected. Sounds like you have a shorted wire somewhere.
Look for burnt insulation along wiring loom, especially where wires might be able to contact chassis.
Also, follow both connections from battery and ensure that all connections are clean and tight at every connection.
The wire should not be hot until the relay is triggered. The relay does not get triggered until the ignition key is turned on. It will run for 3-5 seconds or until the system pressure it at max.

WITH A VOLT METER YOU CAN CHECK AND SEE WHAT VOLTAGE YOU ARE GETTING TO THAT RELAY. I DON'T HAVE A DIAGRAM TO LOOK AT BUT IF I CAN FIND ONE ONLINE I'LL LET YOU KNOW. HAVE YOU CHECKED FOR A SECOND RELAY

The electro-magnetic coil side of your PTO is shorted out.On the 318 it is very easy to replace,just under front screen.

I see this problem not as an electrical but a seize problem. Since I can't be there to inspect I am relying on your discription of the problem. I would go first to the place of the problem. If this solenoid goes up to disengage and down to engage ,or the opposite, this is most likely your problem area. It may be seized in the disengaged position therefore not allowing the blades to get spinning. Disconnect the belt and try to turn unit by hand, if tight or completely stuck use penetrating oil on pulley shaft.If shaft loosens up and blades engage this was the problem. Is there a grease fitting anywhere in the area?I hope this at least gets you started in the right direction. GOOD LUCK.
