why not grab a (barrow) USB keyboard from anyone. plug it in....
plug it in, if the keys fail now the OS is set to any of 50 different languages.
google microsoft.com, for setting that LANG. in your unstated OS.
XP,VIsta,w8,w10? they have the answer there, they built the OS.
in w10 in the run box type settings
in that page click time and LANG.

endless choices it seem on keyboards and language.
you can also set up 2 langages, add a language.
then switch fast, by clicking task bar ions.
Most likely the keyboard is faulty.

try other keyboard if the problem don't appear that's hardware problem, may be the rubber under the key responding each other, it is easy to open the keyboard casing then you can check the problem inside
