my guess the motor start capacitor is bad.
call lackwood and ask for that or schematic or BOM or parts list
see what they say,

The capaitors should be clearly marked on the original capacitors. You will find a voltage rating and an MFD rating printed on them. The rule is you can go 10% over but never under on the ratings.

mcdevito75 here, If the fan is not too old I would figure yes, but a replacement motor will cost as a new fan, if not more, then you have to install and the blades are a presss fit to the motor.
SOURCE: I have a lakewood floor fan model HV21 , the
use a pair of needle nose pliers, gently apply pressure to one side of the rounded part of the clip, then the other. if you did it too hard open back up with a small screwdriver. never do this while clip is on the cap.then push back on connector. should have two brown wires, both are wired directly to start windings.
