Microwave ovens have a special paint inside them that prevents the microwaves from hitting the metal. When the paint gets damaged or when the oven is used with metal in something or nothing at all, the continued use will cause what you are talking about. That unit is not made any longer and repairing it would involve removing it from its installation and taking it into a shop. You would be money ahead to replace it. However you should request delivery, installation and haul away of the old one because electronics cannot be just put in the trash,

should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel or hidden on the left side behind the grille, which is
very helpful when troubleshooting, testing, and locating
components.

"F3" on a GE / Hotpoint microwave means you have a shorted membrane keypad.
On RVM1435-series microwaves, the membrane keypad is not available as a separate
part, so you would have to order the control panel frame assembly which comes
with a new keypad.
In this case, you simply move your circuit board into the new frame. That is a
simple do-it-yourself job.

Then you unplug the keypad (as per the photo below) and move the circuit board
