Yikes!!! I'm not calling you a thief, but 99% of the time when you
encounter a laptop that has a lock on the hard drive and the person in
possession of the laptop does not know the password, the laptop is
stolen. The original owner put the lock on to keep thieves from getting
to sensitive data. It could have been put on remotely by the original
owner once they realized the laptop was missing.

I gather that this froze during the first setup. In this case then the machine is new and personally I would not try to do anything to put it right, but take it back to where it came from and get them to replace it as it would appear to be "not of Merchantable Quality"
