Since your land line is not working properly and you may not have a cell phone, then you will need to seek out a neighbor and as to use their phone (cell phone or land line) to contact the emergency repair services of your land line phone provider (wherever you are located.)
Since you have internet service, you can look up the emergency repair service number for you land line provider.

I reside in California, my landline unit is an ATT product and my internet provider is Spectrum, no help either from them, incoming call does not register on tv screen either anymore, ?????

Is Spectrum also you cable / dish TV provider or is AT&T Uverse or AT&T Dish your TV provider?
If AT&T is also your TV service provider and any telephone numbers for incoming calls do not display on your TV screen, while the TV is on, then the non-display problem is an AT&T problem. We have AT&T Uverse for both our land line and cable TV services as well as internet.
If Spectrum is your TV services provider, then any phone number from an incoming call will not display on your TV because you do not have the same TV service provider as your land line telephone provider.
I suspect with your ill husband you do not have much time to devote to trying to figure out how to have your telephone problems solved.
The problem with not being able to make outgoing calls and not being able to answer incoming calls may be a fault in your telephone. You would need a different telephone than the one / ones in your home to determine if the fault is with the phone line service (AT&T) or with the phone set itself. Perhaps you can borrow a land line phone (temporarily) from a neighbor to test the land line phone reception. Otherwise, I suggest you purchase an inexpensive land line phone set from a nearby office supplies store or other "big box" store so you can test your land line connections.
Note: If you purchase a new inexpensive land line phone, be sure to open it carefully in case you choose to return it. Plus, keep the sales receipt.
You will need to unplug your land line phone/s and plug in the borrowed phone or purchased phone into your "main" telephone outlet and try to make an outgoing call. Also, you will need to ask a neighbor if he / she can call your phone number at a set time to determine if you can answer the incoming call.
If the outgoing and incoming calling still do not work with your borrowed or new phone set, then the problem IS most likely with the AT&T connection and you will have to call AT&T Technical Service for them to solve the problem. Note: The AT&T service technician will ask for another phone number for contacting you - another number than your land line number. That means if you do not have a cell phone, you may either need to purchase an inexpensive pay-by-the-month cell phone or ask a relative or neighbor to borrow theirs for a while. I have an AT&T Pay-As-You-Go cell phone, which is an inexpensive cell phone option. Pharmacy chains and big box stores often sell them.
There COULD also be a problem with the telephone wires inside your home. Having someone check them and repair them are your problem, by the way. I once had mice eat on my telephone lines in a home I rented, causing telephone service problems.
Note: You may reside where there are many tall trees which could make cell phone reception difficult, so a cell phone may not be an easy solution. I have been in locations with tall pine trees and could only get cell phone service while in a boat in the middle of a lake. :)
If a borrowed or new land line phone works with outgoing and incoming calling, then, the problems you were experiencing were with your home land line phone itself and you should replace the land line phone set / phone sets in your home.
I can relate to how frustrating telephone problems are with an ill family member. I had to fool around with updating my parents' telephone service when they both were not well and I was working full time.

Sounds like your system defaulted. Only a few phones ring at system default and you may not have those ports connected. First, you need to figure out which Comdial Impact system you have. The phone will work on a few different Comdial systems. Find the main box and get a model number from that. You'll have to tackle re-programming ringing yourself or pay a local company to do it. If you do it yourself you will need the "programming and installation" manual specific for your system. A "user guide" will be of no use to you. You can search the net for "Comdial Digitech, Impact & Impression Programming & Installation Manual" Next, I would suggest a UPS backup for your system so this does not happen again. Unless you have a large carded system with dozens of phones, your phones require less power than a typical computer so a UPS made for a computer will be fine. The system will default either when the system memory battery goes too low or I have seen a few cases where power fluctuations will cause it (like when the power goes on-off-on-off rapidly in a storm) either way a UPS system with surge protection will help.

I just bought a new Uniden DECT 6.0 phone and had a similar problem. It wouldn't ring when plugged into my Linksys voip router, but my old 5.8 GHz did ring. It would get a dialtone and make calls, but when called via an outside line, it would appear as if it was ringing. If I picked up during this "silent ring," it would answer and take the call. It wasn't a ringer volume issue. I called tech support, they said on the main headset, unplug the battery, then unplug power from the base, then unplug the phone cord from the base. Wait 15-30s. Plug the phone cord, then power, then reinstall the battery. Press the End button on the phone. Put the phone on the base for 15-30s. Pick up the phone. Press and hold the Find button on the base. Do this Find thing 3 times. Put the phone back on the base. Wait 10-15 minutes. Then try calling it to see if it rings. Worked for me, finally got it to ring before I decided to return it.
