My problem ended up being the spring on the reed valve being weak.But at the same time and while I had already had my carb broke down I took a can of carb cleaner to it and cleaned it. In order to replace the spring on reed valve you will have to buy a new one, but don't worry I only payed about $6.00 for mine. You may also look into replacing your primer bulb if you haven't already because may allowing air to build up in your gas line while you are basically idiling.Once you get the carb straightened out you may have to reajust it again. The fuel ratio is 50/1. Eg.50 gallons of fuel to 1 gallon of oil.
On an older motor and newer cleaner burning oils,you may bring that down to 45/1.Hope this helps

Some of those had a battery ignition with a short cap and rotor, and some had a magneto which reached down into the bucket. Both had points and condenser like an old car. The cog belt location was critical. 2 teeth off and it would not fire. the key switch was wired diferently for each ignition system.

Located under the flywheel... clean the contacts or replace them . Use two pieces of loose leaf paper and adjust the closed position of the points to these . It's close. The magneto.. Use a loose leaf card board cover ( the one that makes the loose leaf look like a scribbler. ) place one piece between the flywheel and the magneto. Press the magneto in tight and tighten it.
