There are a few things to try: "lock bumping", heating the safe up or depending on the mode, some have a little cover that you remove and hold a PP3 9V battery across two terminals to supplement the internal power to allow it to drive the solenoid.
There are loads of video's on youtube about "lock bumping" but I have to admit that this does not always work and did not work for me when I was in exactly the same predicament.
As my "NuTool" safe did not have a place to fit an external PP3 battery, the way I got into the safe was to heat the safe up. I used a cheap £10 fan heater to blow heat onto the safe keypad (make sure you do not put it on too hot as we do not want to melt the keypad or plastic).
Leave it on for about 4 hours and then try it. Warming batteries temporarily makes them work better but it is only temporary. You would have to immediately replace the batteries as soon as the safe is open.

A competent locksmith should be able to make the keys as long as you have the safe open and he can remove the lock cylinder(s).
