Vinegar or 4 parts water 1 part muriatic acid
First of all you need to be draining the tub completely and removing any bath mats or items from inside. Fill the tub with hot water, ensuring that the jets are covered. You can use white vinegar, 2-3 cups of white vinegar directly to the water in the tub. Turn on the whirlpool system and run it for 15-20 minutes. While the jets are running, use a soft-bristled brush to scrub the jet openings and the interior walls of the tub. Drain the Tub: Refill the tub with clean water and run the jets again for another 10-15 minutes to rinse out any remaining cleaning solution. This should help. This is what I did with mine

The jets turn yellow from exposure to the sun, not much you can do except replace the jets (costly). What is leaking? if you broke the seal on a jet it will leak and have to be resealed.
