Follow the instructions from Wacom here: https://www.wacom.com/en-us/support?guideTitle=How-do-I-uninstall-and-re-install-the-Wacom-driver-on-Windows-for-a-Pen-Tablet%2C-Pen-Display%2C-or-Pen-Computer%3F&guideId=001-671, but instead of steps 2 and 3, use Revo uninstaller free version to remove the entire app package and drivers (https://www.revouninstaller.com/revo_uninstaller_free_download.html). Then restart the Wacom instructions at Step 4.

I think you dropped the pen on its tip and broke the little ferrite sensing core. You can try to repair it by gluing the core back together - it worked for me. For detailed instructions on how to do it, go here:

or you can try to swap the core for the eraser and the tip (more involved - you would need to be very good with a soldering iron to attempt this). Either way - it's unfortunate that the pen is so fragile and that the user manual doesn't really warn you of this.
