Most plasma/LCD's have a PC monitor plug on it. Most laptops will have one too. (or even DVI, which is usually a white plug, and wider than the VGA cable)
Either way, i'm confident that you'll probably have the BLUE 15-pin standard VGA on the monitor and the computer. If so, buy that. If you have the wider white (DVI), it'll be even better!

The random whit dots you are seeing is more than not the DMD or million little mirrors board. The white spots represent some of the mirrors that are sticking in the on position. In that case they are always reflecting white light from the lamp. I don't concider the DMD board a do it yourself repair since on the older DLP set it requires mechanical alignment as well. The best thing to do is contact a techincian and see what they might charge to repair the TV for you. Please take a few moments to rate my answer...Thanks..

this is a comon occurance in theis model it is caused be loose laminants in the switching tranformer sometimes it can be fixed by covering it with clear GE silcone

TV probably had a power surge, which distroyed the IC that handles the HDMI input multiplexor.
If restarting does not help I am afraid you'll have to change main board.
Board ID 48.70E01.01A or W421TAFX69 is what you are looking for.
