You need to install the OS (operating system). Insert the OS cd into the cd-rom and reboot. When it says "Press any key to boot from CD" press a button.. Then follow the on screen prompts to install the OS onto the hard drive.
A bit more info will be very nice, there are so many answers... Is your laptop operational? If so you may be simply make a boot up disk, from your existing operating system...
Hello,
First off, you might need your windows operating system disc.
1. Turn on your laptop
2. Start tapping on F2 once you see the Dell Logo
3. Once your inside BIOS go to Boot options or Boot menu
4. Change the boot priority, make the CD the top priority.
5. Once you're done with step 5, insert the operating system disc into your CD/DVD drive
6. Press F10 (Save and Exit). The laptop will then restart.
7. Check if it will boot from the OS disc, if it does, then there's no problem with your optical drive. If it did not boot from the operating system disc, then there's a big chance that your CD/DVD drive is already broken.
Note : if you're not satisfied with the steps above, you might want to try 2 operating system discs. You don't have to install them on the laptop, we just need to use it to verify if the CD/DVD drive is already broken and needs to be replaced.
With my experience as a technical support, usually this kinds of symptoms(the things that you mentioned) says that the DVD drive is already broken or defective.
Hope this helps!

To install IIS server in Windows xp you need to put the installation disk and then select " Install windows components". It would give you a list of applications you can install from where you can install IIS server.
Restart the computer and you can see the home page of iis 7.0 comming up if you type localhost in IE.
If your friend has the exact same model computer, you should be able to use the drivers to install onto your computer. As for recreating a recovery disk, that is a little more complicated, for legal reasons. The operating system on your laptop has a unique serial number, as does your friends. That being said, you can't install the same operating system from her laptop, onto yours... as that serial number is already in use on her computer. Your best bet is to try to use her drivers, once you've installed an operating system onto your laptop.
