I have an Avaya ACS system with 308EC cartridge. At Extension 22, the set cannot enter programming with Function 00. I have tried multiple sets at this location and I have plugged the set directly into the station port on the 308EC. When you enter Function 00 there is no response.
Try using a PROGRAMMING port like 10 or 11.

see if the DND or do not disturb is on. It should be a lit button programmed on the set, if its not programmed press feature 00, press a blank button and press feature 01

1. Log on to system admin programming
2. Go inti mailbox programming - option 4
3. (Partner Mail 2 port or 4 port)
4. Dial 6 to modify
5. Dial the mail box number
6. Dial 3 to reinitialize password

To program a page button for other extensions.
At the phone, press Feature 00
press the LIGHTED button you want to program.
press the LEFT intercom button, followed by * (star) and the 2 digit extension number.
Repeat for more buttons.
Feature 00 when done.
Now you can just press the button, and it dials intercom *10 (example)
it will activate the speakerphone and you can talk.

Yes it can. Depending on the type of voice mail attached to your system you can both have the lines answered with a seperate main greeting (partner messaging can do this) or answered by a seperate mailbox (all partner voice mails).
