It has a fresh xp operating system installed and only Intenet Explorer
Hi vsecrets,
need a little bit more information from you. First off, is your laptop 'seeing' the wireless card? I need you to check the device manager to see to see if there's a yellow exclamation point by the NIC and to check the driver version for it. If the driver IS missing, you need to go the manufacturer's site and download it. If it is there, still make sure there isn'[t a newer version. Let us know what you find.

Have you connect/pair your laptop with hotspot/access point ?
Before going into internet explorer, you should connect to the access point first.

If you have access to another machine you can create a disk to fix the ntldr issue. Please see the following website. http://www.tinyempire.com/notes/ntldrismissing.htm
