Whether you can get the parts is another issue. You would have to try and see if Canon can still supply in your region.

'Error
99' indicates some problem with the AF contacts. This is a common error
in Canon lenses. It could indicate a very simple problem like dirty
contacts or a much serious one like the breakage of USM cable. Alternately, it can also be a card error or camera error.
First
remove the lens, battery and card and leave the camera like that for
about 30 min. After that, insert a fully charged battery and switch on
the camera. If the error still shows up, it is a fault with the camera
and has to be serviced.
If not, turn the camera off and insert the card. Format the card in the
camera and depress the shutter button. If it shows an error, the card is
faulty.
If not, try cleaning the lens and body contacts (the metal
contacts between the lens and body) using a pencil eraser. Be careful to
hold the body facing down so that no dust falls inside. After cleaning
both the lens and the body contacts, re-attach the lens and try
shooting.
If the error still shows up, you need to take the lens to an
authorized service center.

I managed it by buying a broken (non-working) F32X from an auction service for something like 5 bucks. I just made sure (by looking at the photos) that the hotshoe was intact.
Here's how to disassemble and replace foot (I got to this by trial and luckily no error ^^).
Do this in case of your working lamp (with a broken hotshoe) and your replacement lamp (with a good hotshoe), and just move the good hotshoe to your working lamp.
Unscrew 2 small screws located under the battery flip cover.
Took me about an hour to do this (most time was spent on trying to figure out how to disassemble the lamp), and the lamp works perfectly.
Warning: better test disassembly on the replacement lamp, since even if you break it, all you need it for is the hotshoe, so you can practice on it. Only after you learn how to disassemble the F32X do this on your working lamp.

The solution for me was very simple. I added some WD-40. Turns out there was something in the flash mechanism slowing things down and WD-40 cleaned it out. (Note: WD-40 is used to displace water and does not conduct electricity. WD-40 in theory should not destroy any electronics (and in many instances is used to fix electronics) but you should still exercise great caution when using it. I recommend using the least amount possible. Please don't hold me responsible for this ruining your camera... just use some common sense.)
