Hi!
Do you mean that these pixels go to pictures too? Then they are dead pixels on the imager (CCD) not the display. The CCD has to be changed - you have to contact Panasonic service center to find out the price (could get expensive).

Screen flickers and pictures have lines across them on my lumix DMC-TZ3

The camera is probably damaged, this also happend to my DMC-TZ5 as well after a few (5-6) years of heavy use but without any visible damage, a repair is most likely more expensive than just buying one of the new lumix cameras which have also improved A LOT, so you wont be disappointed!

How do I transfer my photos to my memory card?

I found a manual for your camera here:
http://panasonic.ae/en/manuals/DMC-TZ3.pdf
and the procedure for transferring photos from the internal memory is on page 72-3. If you save the manual to your computer (its pdf format) you will be able to use it for future reference as you can enlarge it on screen for comfortable reading. I find most camera printed manuals have print that is too small to read comfortably.

Copy pictures in built in memory to memory card

You have to connect to a pc, transfer the pictures to the computer, then you can transfer them from the computer to the memory card file on the camera.

In the menu system of the camera, scroll until you find "copy" where you are given the option of copying the internal memory to a card in the camera.

If you mean, how do you see pictures stored on the internal memory, you have to take out the SD card, then transfer the internal pictures to the computer via the USB cable. You can erase the internal memory from the computer, if you want.
