Un line at the top of tv is a bit unsynchronized... can i replace or fix that board by myself?

The t-con is a small control board at the top of the panel above the smps under the shield and only has four screws holding it to the frame. Is it an easy fix??? It is no more complicated than landing a 747 with some minimum verbal instruction from the tower as you decend... Most of the boards in these lcds and plasma units are HIGHLY static sensitive and while it's not a difficult repair, changing that particular board, it's getting to it that will be some cause for concern.
What I'm trying to say and not be rude is that you might just be better off letting a qualified shop do this one and warranty the work. You can cut some of the expenses by taking the unit to them and if you want to research a bit try the NESDA site locator to find a reputable shop in your area. Electronic repair like any other skilled endeavor REQUIRES some basic knowledge and tools. I don't really have a measuring stick for how much but I can example this way - - I've been a technician for more than 23 years. I went to school six years for the basic theory and application including my ojt time. These many years later and I'm still spending approximately $6,000.00 a year to keep up-to-date on how to repair all the latest in technology. For me, on a scale from 1 to 10 with 10 being the most difficult and 1 being a breeze this job would be a 4 because there are so many layers of boards and shields to remove and then possibly resetting some of the parameters in the service menu when done. That said, I could make a mistake and cost myself another part or board.

I cannot guarantee you the part will fix this since I cannot see teh TV and diagnose it. I can most likely get the part for you after reviewing tech manual but I need serial #, manufature date and complete model number which I believe you supplied but please confirm. I can have teh part(s) shipped right to you and if you have any electronic work experience, you can probably replace the part yourself.
ok, it sounds like you don't have any power going to your LCD panel
yes tried to re seat the LVDS cable first, if can not get with re seating the cable check for cold soldered parts in the t-con board otherwise just replaced it.
