Do you have a 4 button switch in the spa and is the light on the button that is slightly under water? If so , the button is bad as the water is completing the circuit and turning the light on and off.
Repalce the button or disconnect it at the outdoor panel.

You may have too much power going to the PCB. Have you measured it with a voltmeter? A typical circuit board has the following output capabilities: •230 VAC System
Where they both the same make and models PCB? Have you tried others?
• Two-speed pump 230 VAC, 50 Hz, 2 HP
• Single-speed pump 230 VAC, 50 Hz, 2 HP
• Blower 230 VAC, 50 Hz, 2 HP
• Heater 230 VAC, 50 Hz, 2-3 kW
• Light 12 V, 12 W, 50 Hz, I A or 120 V, 100 W

The service light would mean that the control is running in service mode. You manually control each component when operating in service mode...it is made for technicians to be able to isolate various circuits when trying to troubleshoot the equipment.
Put the unit into auto mode and the equipment should go back to running normally according to the program.
