you might be able to usb to a laptop and then use mobile phone as a hotspot to connect laptop to mobile phone via Wi Fi and use the mobile phone as a mobile data connection and then use VOIP (line) (Skype or Zoom and video conference but mobile data costs are prohibitive might be better to use Wi FI or ethernet on laptop) . But if you want to use the speaker device on a mobile call you need bluetooth

Some phone needs batteries in it or a power supply plugged into it if both are good the return phone it defective
Had the same problem with the BT250v 'connected' to my Nokia 6021. When connected to my notebook, the 250 did produce sound, so decided the Nokia was the problem. Fixed the problem by doing a full reboot of the phone like this:
Jabra: Turn off the 250
Phone: Delete the BT connection to the Jabra (in BT settings)
Phone: Switch off BT
Phone: Turned off the phone (I've even removed the battery)
Phone: Turned on the phone
Phone: Switch on BT
Jabra: Turn on the 250 for detection
Phone: Look for audio devices
Phone: Connect to Jabra
Problem fixed!
