I work on these every day. Its either gonna be the rotor or stater, the voltage regulator, but most likely its a bad stepper motor which is the throttle motor, or control board. Thats all that could be causing that so its one of those. If its the rotor or stater thats bad it causes the generator to RPM up because it thinks its not producing enough power due to that. I had the same problem with the same one we just fixed and it was the slip rings on the end of the rotor so bad rotor.

Did you remember to set the overspeed shutdown threshold on the control board?

Hi and welcome to FixYa I am Kelly. Your red LED is telling you that it was 1. overloaded. 2. has low voltage 3. overheated or 4. short in the powered circuit.
OVERLOAD LED (red): Lights up if the generator experiences
a load greater than the rated output, low voltage, overheats or
the powered circuit experiences a short. The output is stopped
even though the engine keeps running.
I do not know which of the 4 conditions caused your red light. If you have the read light with no load I would suspect low voltage from the generator / inverter. If it overheated you will also get the Red LED with no load.
Thanks for choosing FixYa.

SOURCE: My generac 16kw generator has water in the air
Water may be forming due to condensation. If you are using cheap gasoline, it also may have water in it.
Chances are pretty low that it's causing damage, unless it's a lot of water. If it's a few drops, it's probably not a cause for concern, unless the generator is running poorly.
You may try a higher grade of gas to see if it improves the situation.
Good luck!
