see if you can push water from the other end to see if you have something that stuck inside

High humidity - keep doors and windows closed as much as possible to eliminate introducing humidity.

The e3 light is on and its not cooling just fanning

The E3 error code, indicates that the water in the collection tank is full and needs to be emptied.
Turn the unit OFF & unplug it, before attempting to drain the tank. Once that is completed, the unit should operate as designed.
