I sssume you mean a Microsoft Surface Pro 2. If so, follow the troubleshooting steps in the link below (meant for an external hard drive, but same principles apply).
1
Visit the Sony Support site (see
Resources) and download the Sony memory card software. You will need to
specify your operating system. Save the file to your desktop.
2
Double-click the downloaded file to launch the installer.
3
Follow the onscreen instructions to install the Sony memory card software. Restart the computer
after completion. Once the computer starts back up, it will recognize
the Memory Stick Pro Duo when inserted into the computer's memory card
reader. You can browse the files using Windows Explorer or the installed
x-Pict Story software.

you can buy a All in one USB Card reader/Writer and then insert the memory stick pro duo card in it and plug in the USB Card reader/ writer to the USB port on your laptop and you should find the same listed under removable devices under my computer. good luck
Memory Sticks has many types, Memory Stick duo, Memory Stick Pro Duo. Memory stick duo is basically the first generation Memory stick and in terms of capacity and speed, it is slower and low in capacity. Memory stick Pro Duo is faster and capacity is larger, speed is faster..
For your issue, the XPS M1210 can only support Memory Stick Duo since it is quite an older machine and during that time, memory stick duo has just released. Have you tried other memory sticks for you to isolate the issue?
You have 2 options for this, first, try contacting Dell and ask for updated firmware for your memory card reader and other option is to use a USB memory stick pro reader that supports your memory card. Hope this helps.
