I've installed the SmartCast app and tried to pair the two to no avail. I power cyclcled the TV and I installed and reinstalled the SmartCast app. HELP

I have encountered this message a few times, usually if I have tried to plug'n'play the tablet. A restart with the tablet connected usually fixes it for me, but I would suggest removing the driver and software and reinstalling them, making sure you have the most up-to-date version- freely available from wacom.co.uk (though I note you have the latest versions so just reinstall those).
I think, however, your problem might be something to do with the following note from wacom:

First of create a new Live id going to www.live.com then , make sure you select the country as US and find a valid zip of one of the US states .
Now hard reset the phone and then go to market , login with the new id .
Here is how you hard reset
1. Turn the phone off. If it's frozen or unresponsive, pull then replace the battery.
2. Press and hold the Volume Up and Volume Down buttons and power the phone back on.
3. Continue to hold Volume Up and Volume Down until a factory reset screen appears.

I googled the same and found that you have to upgrade your firmware.
It's a bit fiddly, but it does get the job done. You'll need an SD card

1. Go to Settings
2. Go to Applications
3. Go to Manage applications
4. Go to all tabs
5. Gp to "Market" applications
6. "Clear Cache" then "force stop" - DO NOT CLEAR DATA
7. Now go to "google service framework" applications
8. "Clear data" then "force stop"
9/ Reboot your machine/
