Hi, you need not to disturb yourself too much, just take the iron to any electronic repairer or electrician around you and they will replace the cord for you. They have the screw drivers for all types of screws...

I need to repair a damaged fabric cover on my euro pro steam iron. the fabric cord cover is frayed and the rubber steam cord gets extremely hot where the fabric is frayed.

You will need to obtain a completely new power cord kit from the manufacturer. If you are not familiar with doing electrical repairs, you may want to have a technician do it. If the iron doesn't heat, make sure power is on to the outlet, check the power cord and check the thermostat and replace if necessary.
If the iron heats but steams improperly, inspect the soleplate and clean the vents and flush sediment out of the steam chamber
If the iron produces too much or too little heat, test the power cord Also test and, if needed, adjust calibration of the thermostat .
If the iron does not spray properly, inspect and clean the nozzle
If the iron leaks or spits, clean the steam vents, nozzle, and tank.
If the iron sticks to fabric, clean or repair the soleplate. If the iron stains fabric, clean the soleplate, clean the tank with a commercial cleaner, and use distilled or filtered water.

The iron seems like it is on but no steams come out I will mess with the wire and then too much steams comes out and I have water stains

Power Cord is bad and power cuts on and off not allowing the proper heat. When power cuts off you lose heat and the iron fills up with water and not steam then when power returns you have to much steam.

No steam comes out of iron

Hi, there is probably a something broken in the moulded plastic trigger assembly (there is a plastic broken finger that actuates a micro-switch under the rubber handle cover). If you are so inclined, use an orange stick and gently pry up the rubber handle cover on either side from the front to the rear cord end to access, inspect and troubleshoot. I am in SoCal and use the California Electric website to obtain parts or go to the Rowenta home website to locate useful manual information, PDF reader and dealer near you.
