Sounds like and injector problem to me. If it was a 2 stroke I'd tell you to pull the carbs and clean them ,but EFI is a whole different story. Most certaintly a fuel problem, most likely injector related, you'll most likely need to go see a marine mechanic with the proper equipment to analyze, rather than start replacing parts you may not need.

Should not be that hard. Tape up the ends so you can hold it with out getting cut, (if its ragged or sharp from damage). should be one nut holding the impeller on. If its to tight to hold try air or electric Impact wrench. If its bad you can tap with a hammer to help in removing the old one. If it turned on the shaft you will need to rent a puller. Repost if you need more help.

No, you should always have water shooting out of the tell-tail port at all engine speeds. The impeller in the water pump assembly is worn and will need to be replaced. It seems like it compensates with higher revs,but can not provide the water volume at low revs.

I don't know much about these boats, but it sounds like perhaps a "kill-switch" is being activated when it's shifted to neutral. The following web blog discusses a similar problem, and explains how the boat goes from 4 cylinders to 2 when idling, and attributes this problem to a carburator issue:

You might contact Mercury or an Outboard Dealer to see what they think...a mechanic would have experience with this issue, and could probably tell you what's most likely the problem.
