It really depends if your smart TV is android or something else. You need more detail about your TV like how long you've had it, what kind of TV It is. It hard to help with little information.

Mine was doing the same thing. Update the firmware and it fixes the problem. Updating the firmware is done by downloading the file to a thumb-drive from the phillips product support page then plugging in the drive into the side of your television and turning it on. See your manual for slightly better instructions.

A capacitor needs replacing, I fixed one I found in someones trash that had the same problem, A 330 microfarad capacitor (uf) rated at 16v (the damamaged cap just had a bubble shaped foil top that indicated it went bad. replaced it with another cap (high voltage rated for tv replacement cap) cost 1.99 and it all works Great!
