I'd guess the problem is either the hard drive connector in the bay (trying putting in the original drive and seating it very solidly) or else the motherboard hard drive controller (rare problem). You can diagnose which of these it might be by putting the hard drive back in and then booting into the BIOS (F10 or delete at boot up) and then investigating whether the hard drive is being correctly identified by the BIOS. If it is, run any tests or AUTO options it has to see if the BIOS can contact the drive properly. Then, step through the BIOS settings and try turning on and off settings like SMART FOR HARD DRIVE and so forth and rebooting in cycles after every change. It is also possible that with the power problems you've described, the BIOS got reset and may need tweaking to get it working again. If you see evidence t might be a BIOS reset problem (for example, the system clock is crazy wrong), try to LOAD SAFE DEFAULTS AND EXIT option in the BIOS. If you test it all this way and find no problems, and you can access the drive normally on another machine, it is probably the motherboard IDE controlled. Will it boot from a CD/DVD? They are usually on the same IDE channel and so failure to boot from a CD tells you something is wrong in the hardware.

Sound like the TV is in protection mode. This happens when a part goes bad inside. the TV turns OFF to protect the other parts from being damaged.
Most commonly it's a power supply related issue. A bad capacitor or transformer on the power supply board is to blame.
For a do-it-yourself fixer with electronic experience, a Service Manual is the best for trouble shooting the problem down to the bad part. Normally, you can find it over the internet for less than $20.
