if yes, it is good and the unstated PC is bad.
if not, the monitor is bad, if this old monitor is very old
2 things fail.
1: CCFL lamps inside all died long ago. 2010 or older.
2: the screen saver inside IT is turned on, turn that off.
push the menu button on the LCD monitor.
then in the OSD turn off sleep TIMER clock..
lets say unstated PC is dead.
1: is the fans dead,? if desktop 2 fans must be good, spin and blow air and not be packed up in lint as most old PC are.
heard ,seen to turn, and felt to blow.(air flow must happen)
2: does the DVD tray eject.

this monitor has CCFL lamps
all burned out now from year 2000 to 2010
all did by now,
to prove this turn on PC known to work
then push the monitor menu button
see the OSD dead, (proof 1)
now use a flash light shine it at the dead screen, see data now?

so turn that off now.

is yours that old?, this is key to fixing any old monitor, reading the tag and telling the blind helper here what the tag shows.

Fully powered = Green. normal.
Sleep mode = Amber.
Sleep Timer mode = Flashing Amber.

If you can access the on-screen menu (see link below for manual) try and reset to factory settings.

If that doesn't resolve the problem, then also check and see if any of the control buttons are stuck, (Press button them flick finger away to try an release a stuck button)
If issue still exists, you can consult a TV repair shop, but essentially, then monitor is uneconomically repairable and it would be more cost effective to just replace it with an LCD monitor
