Yws it is possible.Check on the fan before changing anything, there should be a maximum wattage sticker. Do not go any bringter than the max, it is there for a reason. If your plans are to install incondesent light system, be aware. that, bulb puts out much more heat,

fluro tubes are rated in watts and they are connected to the length of the tube. ie 20 watt 20 inches---30watt 36 inches and 40 watt 48 inches. Some makers have a triclor fluro that have a higher lumens value but the wattage will be the same.. You will have to compare tubes in the lighting shop.

Replaced the Florescent and Starter on G10Q Circular T9 Globe. Still not working.

Are you sure the replacement tube is a good one? If it had a shaking in transit it could be internally damaged.

There is two basic circuits; one uses an electronic inverter to produce the high voltage necessary to ionise the gas in the tube and the other uses a choke and starter.
The lamp has a heating filament and a cathode at each end. The starter closes a series circuit that includes the choke, starter and filaments. The filaments will glow and heat the cathodes for a predetermined time when the starter will break the circuit and the sudden collapse of the magnetic field in the choke produces the high striking voltage necessary to ionise the gas in the tube. Once a current flow through the tube is established the choke limits the peak current.

I guess you mean standard fluorescent lighting - 4ft, 5ft, 6ft, etc...

There are two basic ways to fit these lamps; they can either be fixed by screwing through the light fitting and ceiling material into the ceiling joists, positioning the cable entry point over the cables left after removing the previous fitting.
This type of fixing is ideal for lower ceiling heights.

HOW DO I INSTALL

I assume you're talking about fluorescent tubes. The standard method of replacing these is either to rotate the tube through about 90 degrees, when the tube will come out of the gap at the bottom of the fitting. If there is no gap in the fitting, simply push the tube gently towards one end and the two pins should disengage.
Replacement is the opposite of removal.

Dell E152 Flat Panel screen is REALLY dim.

I haven't seen this particular monitor. It may have deeply recessed black screws, or possibly even Torx screws. Try a #2 Phillips and see if it engages firmly. If not, try a T-10. Once you get inside, you will need to remove the power supply and main board to get at the LCD panel. Locate the inverter circuit - it will have two Teflon insulated wires going to (usually) the bottom corners of the panel. It may be part of the power supply board. Every LCD display I've seen so far uses pink colored insulation on those wires. It is possible that the inverter has failed, but most of the time, it's the fluorescent tubes inside the back of the panel.

Getting at the tubes without breaking something is not a trivial task. You will most likely need a #00 Phillips screw to remove the shield metal. Observe anti-static precautions from the moment you open the monitor. Be patient, and keep track of every part or connection you remove. Do not remove the LCD driver circuitry (generally at the top) from the panel. The tube(s) are usually at bottom, enclosed in a sheet metal reflector held in place by the bottom section of the thin metal frame around the panel, just inside a flexible white plastic sheet that covers most of the back of the panel.

You can get new backlight fluorescent tubes from www.lcdparts.com. This website has links to some very helpful pages on repairing LCDs. Note: replacing the tubes involves some rather delicate work. If you are nervous, twitchy or clumsy with fine work, you'd be better off to hire out the job. Be very careful not to rip the rubber insulators on the ends of the tubes when you slide them down the insulated wires to expose the connections to the tubes. You have to attach the wires at just the right spot or you won't be able to fit the insulators back on and get the new tubes to go into the LCD frame - and you can't apply heat to the wires for more than 4 seconds at a time. I've done a number of them successfully, but have occasionally had to try several times to make the connection sufficiently small and short.

Fluorescent light that keeps flickering

The ballast is a device that utilises and expanding/contracting electromagnetic field to create the high voltage which is needed to run fluorescent lights.

It is normally found behind the front cover or reflector part of the fitting and looks like a small box.

Replacement should normally be done by a person qualified in this field.

How to replace a fluorescent starter

Although newer fluorescent fixtures have built-in starters or no starters at all, most older lights have an easy-to-change, visible starter. It is a small, silvery cylinder that plugs into one of the tube holders. 1) Shut off the switch. 2) Remove the tube. 3) Give the starter a quarter-turn in a clockwise direction, and pull it out. 4) Plug in new starter, giving it a quarter turn counterclockwise. 5) Replace tube. 6) Turn the switch on.
