In the user manual there's a section on how to clean the non-return valve. It's the plastic piece under the wire below the triple filter. Why did you pull out the machine? Did you kink the drain hose? If you don't find a clogged valve, spin the impeller wheel several times. It's under the valve inside the bottom hole where the valve came out.
Now here's the important step- Reset the fault! Power off/on the unit. If the light blinks when you turn it on, Press and hold the start button 4 seconds with the door open. Find the combination of off/on buttons to press to reset the machine in the user manual.
(Note: If the machine runs continuously as soon as you pressed on the power button, then you have water under the unit in the safety pan. Call Miele for help.) Now select the normal wash cycle close the door and start it. The drain motor always runs first. This verifies to the brain how much water is inside the machine when it starts filling. The drain pump runs for half a minute. If you hear it running with no drain check the drain hose especially if it's connected to a disposal. Clean the disposal.. If it's not running at all the light will go on again before filling, call Miele. If the machine fill up with fresh water, the drain works. Watch and listen when the light comes on. Is it filling or did it start circulating? Open the door, are the baskets are dripping wet? Then it filled and circulated. If the light comes on several miutes later then call Miele.

The outlet pump is triggered by the anti flood micro switch via the polystyreene float on the base of the washer. If any water for whatever reason (leaky pipe)is on the floor the machiene automatically switches to pump out mode and only works once the water and the cause is rectified

F13 is an inlet fault.
First the unit drains and then fills with water. When the unit has intially drained open the door and manually fill the unit with water, about 5lts. This will then allow the dishwasher to go to the next step which is to circulate the water. If this works ok then the water tap is defective, water inlet valve is defective or the electronic unit is not sending the signal to activate the valve. The water inlet valve is the white square box attached to the tap. Remove this and check the filter and make sure water comes out of the tap.If ok then remove the bottom panel of the unit under the door. On the right hand side there is a 2 core cable with a male and female connector. Unplug this and check for voltage from the electronic when the unit goes to fill with water. If there is 240v then the electronic is ok. You will then need a new waterproof system from Miele.

The water valve on Miele dishwashers is built into the end of the water line where it hooks into your plumbing(in that box-looking assembly) Your best bet is to call Miele USA, I have had very good luck with their customer support system, they can usually diagnose your problem right over the phone.
