I have tried to hard reboot my htc one m9 it still says google play stopped working and i can not get to my settings

Try to upgrade the play store by googling the .apk file of the play store

Factory restoring is the next step. To do this, when booting the phone, you will need to hold the home button and power button as the phone is booting. Keep holding these even while the G1 screen is displayed. After about 30 seconds, the screen will change to a triangle. On the triangle screen, you will then wait approx. 5-10 seconds and then press the home and power buttons one more time. This will bring up an options menu that will let you wipe and restore your phone settings. As long as you have your gmail information in the phone, you will not lose your contacts.

My Google play has stopped how doing I reinstal

Depends on your Android firmware.
Follow these steps below to TS.
1. Reboot your phone.
2. Go to Settings.
3. Go to Apps or App Manager.
4. Search for Google Play and tap it.
5. Scroll down to Clear Cache and tap it.
6. Go Back.
7. Now search for Google services within Apps or App Manager.
8. Tap Clear Cache.
9. Try again to see if this time it works.

If it doesn't work, make sure you have the latest version of Google Services. If that information were posted here I would've got the file for you and post the link her so you could download it and install it.
You can also uninstall Google Play or clear data. If by clearing data it doesn't get fix, then you need a hard reset on your phone, to wipe the cache and data.

Why do my Google play services are not available on my tablet?

1. Remove the updates for your Google Play
- Go to the menu->settings->apps->all->google play store-> uninstall updates, then reboot your device.
2. Remove the cache for your Google Play
- Go to the menu->settings->apps->all->google play store-> remove cache, then try to run your google play again. It is better to do a reboot.
3. Try to delete and re-install Google Play
- In some cases, delete and re-install resolve this issue.
4. Try to delete your google account and add your google account again
- Go to the menu -> settings -> account remove your current google account then add it again here.

Settings -> More Settings -> Mobile Network -> Uncheck Mobile Data

Wipe the cache from Google Play again as mentioned above

Reboot before trying Google Play

Once you've rebooted - make sure Mobile Data is still turned off and then try updating Play Apps over wi-fi

If that still won't work, and if you have an older version of Google Play, you can try manually installing a newer Google Play store

Through the Google Play Store is the only way I know of. If it isn't working go into settings > Apps > play store, clear out cache and force stop the play store. Then try updating flash again.
